Under Environment and Climate Change Canada’s 1981–2010 Canadian Climate Normals, the Surrey Kwantlen Park station, at 78 m elevation in Whalley, records 1,562.3 mm of precipitation a year across 178.1 days with measurable precipitation. What ties it together is that the problem is organic, not dirt. Moss, algae and the black film that shows up on the shaded half of a driveway are living growth rooted into the surface, which is why rinsing does nothing and why the north side of the house is always the worse side. Surrey is a Greater Vancouver Water District customer, but the rules that actually apply to your job are written in the City’s own Drinking Water Conservation Plan By-law, 2004, No. 15454, most recently amended by By-law 22022 on 25 May 2026. Under that by-law the City Engineer activates or rescinds a restriction stage, taking into account any notice from the Greater Vancouver Water District. The stage in force in Surrey is therefore not automatically the stage in force next door.
The pressure washing wording is Surrey’s own too. At Stage 1 the by-law exempts pressure washing outright. At Stage 2 you may not use a hose to wash driveways, sidewalks, parkades, walls, roofs or other outdoor surfaces “unless the hose is equipped with an Automatic Shut-off Device”. At Stage 3 it prohibits using a hose or pressure washer on those surfaces unless the equipment has an automatic shut-off device and the purpose is “to prepare the surface for painting, sealing, or similar treatment” or “for the health or safety of any Person”. At Stage 4 it is prohibited unless the washing has been ordered by a regulatory authority.

The Asphalt Roofing Manufacturers Association warns that a pressure washer on asphalt shingles causes granule loss and likely premature failure of the roof system, so we do not use one there. Cedar and painted surfaces get the same gentle treatment.
Because a hand wand cleans in overlapping arcs, and on a big uninterrupted concrete apron every overlap shows. We use a rotating surface cleaner on flat hard surfaces so the whole slab gets the same dwell and the same pressure, which is what gives you an even finish with no zebra striping.
